The FREDS 2000 dataset was built by staff of the Florida Legislature.
In addition to being an integral element of the Florida Redistricting
System, this data also may be valuable for other uses.
All ArcView® shapefiles are in decimal degrees, NAD 83. Census
shapefiles for county, tract, block group, and block were built from
2000 Census TIGER/Line Files. These shapefiles include population
attributes for the P.L. 94-171 data used in FREDS 2000.
Census shapefiles for streets were built from 2000 Census TIGER/Line
Files. The zip code tabulation areas shapefile was downloaded
from the U.S. Census Bureau web site. Other “visual reference”
layers (arterial roads, expressways, hydro, shoreline, water, coastal
water) were built using 1999 Census TIGER/Line Files for base geometry.
Precinct shapefiles were derived from electronic or paper maps of varying
scale, projection, and quality from supervisors of elections and digitized
with the aid of 1990 and 1998 Census TIGER/Line File block geometry.
Where precinct lines did not correspond with block geometry, new lines
were added. Precinct shapefiles include attributes for the voter
registration and statewide elections data used in FREDS 2000.
